f%20books%20were%20Scott%20%23279Bj%2C%20the%20red%202%26Acirc%3B%26cent%3B%20Washington%20from%20the%20Universal%20Postal%20Union%20Colors%20series.%26Acirc%3B%26nbsp%3B%20In%20January%201903%2C%20the%20booklets%20were%20made%20with%20the%20new%20ornate%202%26Acirc%3B%26cent%3B%20Washington%20%26acirc%3B%26%23128%3B%26%23156%3Bflag%26acirc%3B%26%23128%3B%26%23157%3B%20stamp%2C%20%23301c.%26Acirc%3B%26nbsp%3B%20However%2C%20the%20regular%20%23301%20stamp%20had%20proven%20unpopular%20and%20was%20redesigned%2C%20with%20a%20shield%20replacing%20the%20flags%20that%20flanked%20Washington%26acirc%3B%26%23128%3B%26%23153%3Bs%20portrait%2C%20and%20the%20book%20stamp%20%23319g%20was%20issued%20that%20December.%20%20%20It%20would%20be%20a%20few%20more%20years%20before%20the%20books%20would%20be%20produced%20with%20another%20denomination.%26Acirc%3B%26nbsp%3B%20In%201907%2C%20the%20postmaster%20general%20reported%20that%20there%20had%20been%20increasing%20demand%20for%201%26Acirc%3B%26cent%3B%20stamps%20due%20to%20the%20rising%20popularity%20of%20illustrated%20post%20cards.%26Acirc%3B%26nbsp%3B%20So%20they%20used%20the%20same%20book%20format%20that%20had%20been%20previously%20created%20for%20the%201%26Acirc%3B%26cent%3B%20stamps.%20%20In%20late%201908%2C%20the%20postmaster%20sought%20to%20create%20more%20appealing%20books.%26Acirc%3B%26nbsp%3B%20He%20thought%20the%20current%20covers%20were%20plain%2C%20so%20the%20new%20ones%20were%20imprinted%20with%20the%20post%20office%20department%26acirc%3B%26%23128%3B%26%23153%3Bs%20official%20seal.%26Acirc%3B%26nbsp%3B%20The%20back%20of%20the%20books%20showcased%20the%20model%20form%20of%20an%20address.%20Stamp%20booklets%20continued%20to%20carry%20a%201%26Acirc%3B%26cent%3B%20premium%20until%201963.%26Acirc%3B%26nbsp%3B%20They%26acirc%3B%26%23128%3B%26%23153%3Bre%20still%20in%20use%20today%2C%20proving%20popular%20and%20convenient%20for%20mailers.
